摘要: This article presents an analytic model for understanding the role of decision makers in bringing about significant policy and institutional changes how processes agenda setting, making, implementation shape content, timing, sustainability reform initiatives. Central to is assertion that elites making process are important determinants reform. The framework indicates circumstances surrounding issue formation, criteria use select among options, characteristics specific policies categories explain a considerable amount outcomes. based on cases developed by participants twelve initiatives bring change variety developing countries.
