摘要: This article investigates the strategies of 'leaders' in EU environ- mental policy-making. A typology influencing environmental policy is introduced, distinguishing between different kinds 'pushers' and 'forerunners'. With help this typology, positions 'green' member states after accession Sweden, Finland Austria are analysed. It concluded, among other things, that differences articulating environmentally progressive may seriously thwart effective alliance-building 'leaders'. Denmark identified as most activist state. In Sweden Austria, pragmatism now prevails. The Netherlands have constructive approach. Germany has largely abandoned its activism 1980s favour more defensive tendencies.
