摘要: The Water Framework Directive (WFD) is in the process of restructuring European water policy towards river basin management (RBM). transposition WFD requires institutional change order to comply with its substantive and procedural requirements. This paper investigates changes collaboration a federally organised Member State regard configuration involved actors spatial scale at which issues are considered. Based on qualitative methods, presents case study German Odra governance nutrient pollution whose origins located all along specifically impacts coastal zones. We looked most relevant this problem, that is, public administrations operating within different administrative boundaries, agricultural sector environmental non-governmental organisations (NGOs).
