摘要: In response to societal demands, democratic governments constantly adopt new policies. As existing policies are rarely abandoned, accumulate over time. Policy accumulation bears the challenge of overburdening implementation bodies, hence undermining policy effectiveness. Any escape from this situation requires strike a balance between responsiveness and We posit that extent which countries able achieve depends on vertical integration processes formulation implementation. provide novel conceptualization policy‐process (VPI) is based two channels. While bottom‐up captures implementers can communicate reasons for potential failure bottom up, top‐down indicates degree level has cover costs they produce. illustrate our argument by an empirical analysis VPI patterns in Denmark Italy.
