Using fixed and random effects logit models, we do find associated with a lower having access an plan. Overall this penalty quite small (between 2 3 percentage points), but it becomes substantial (about 16 points) for displaced workers who have been current less than 6 months. While not evidence being has worsened in recent years, employers respond economic hardship by cutting back fringe benefits.
