Income and access inequalities of a cordon pricing

摘要: Making a city more sustainable without increasing inequalities induces the evaluation of new pricing policies on inequalities. In this paper, we evaluate impact setting up urban tolls several indicators. We simulate cordon with different levels prices and its impacts using both income accessibility indices. adopt comparison-based approach to reduce bias resulting from spatial division. agreement literature, show that introducing toll increases The greatest in inequality are located most central zones (within boundary), inner or outer ring where timesavings do not offset increase travel cost. For inequalities, although observe an improvement accessibility, particularly for zones, first (adjacent zone) is adversely affected by toll.
