Comparison of a systemic modelling of farm vulnerability and classical methods to appraise flood damage on agricultural activities

摘要: In Europe, economic appraisals of flood management projects, generally Cost-Benefit Analysis, become a commonly used decision tool. At the same time, new policies that may have strong impacts on farms, are promoted, i.e. floodplain restoration and vulnerability mitigation. Since damage must be estimated to estimate benefits in CBA, estimation agricultural areas becomes an issue tackle. this paper, firstly, review existing methods appraise shows gap between qualitative approaches underline complexity farm simplification made appraisal methods. It confirms majority only take into account crop loss, irrelevant policies. Moreover, modelling assumptions often implicit hardly questionable. Secondly, EVA model which has been designed monetize categories, were not taken before, is presented described as explicitly possible.
