摘要: Abstract Since the early 80s, numerous developed and also developing countries on all continents have embarked reforms of their national electricity sectors with varying degrees ambition. The were associated hopes for accelerated innovation, enhanced customer service and, most importantly, efficiency gains in operation sector thus lower costs consumers. Sector reform legislation five analyzed (Algeria, Iran, Kuwait, Saudi Arabia, United Arab Emirates) has been enacted rather late, commencing at end 90s. countries' abundant cheap energy resources mitigated pressures delayed introduction market principles sector's organization. All since adopted more market-oriented structures, though none as yet implemented target models. This study reviews past efforts, analyzes different approaches provides an outlook future agendas.
