An assessment of the irrigation management transfer programme: case study in the Mustafakemalpaşa irrigation scheme in Turkey

摘要: In this study, management transfer of the Bursa-Mustafakemalpasa irrigation scheme, located in western Turkey, was assessed. The study carried out two stages. first stage, programme assessed using performance indicators for six years before and after during period 1992–2004. According to results, relative water supply ratio were calculated as 1.5–1.6, 58–62% average values transfer, respectively. It means that has not shown any important change stays within reasonable levels. On other hand, although it is a significant change, increased around 4% which improvement. second effects tested by Logit model taking farmers perceptions concerning pre- post-transfer. probability changes adequacy supplied farm, fairness distribution system, frequency conflicts, timeliness delivery fee policy, maintenance drainage canals at 0.01 level. Also, control structures positive effect on agreement or disagreement, but statistically. Adequacy, regarding services given Mustafakemalpasa Water Users' Association are sufficient.
