摘要: The Federal Agricultural Improvement and Reform (FAIR) Act of 1996 opted for the market instead government to allocate resources set returns in agriculture. Decoupled transition payments will continue year 2002, after which they may be discontinued. A modest safety net marketing loans crop insurance remain but era supply management primary crops appears over. In this paper, our objective is consider appropriate public policy U.S. agriculture without price-related subsidies attendant managed supplies. discussion suggestive, not exhaustive, intended stimulate thinking on how postcommodity program might better serve needs at large.
