摘要: This study investigates vessel oil spill differentials for transfer and vessel-accident spills the post Oil Pollution Act of 1990 (OPA-90) period. In-water out-of-water transfer/vessel-accident equations are estimated, utilizing tobit regression analysis data individual (of oil-cargo non-oil-cargo vessels) investigated by US Coast Guard 1991–1995 In data, 47.5% (94.1%) in-water (out-of-water) gallons spilled were spills; vessels accounted 44.2% all spilled. The estimation results suggest that larger in size than spills, but similar spills.
