摘要: In response to the Second Micro Finance Crisis in Andhra Pradesh, which took place October 2010, Ministry of has pro- posed a new Institutions (Development & Regulation) Bill. This paper undertakes detailed analysis draft Bill terms both economic policy and law. reveals many weak links, including: lack clarity on objectives Bill; an insufficient focus protection rights micro-borrower; about definition thrift; loss accountability that comes with multiple regulatory agencies; concerns rule law; constitutional issues powers Centre versus State Government.
