摘要: International climate change policy is predicated on the claim that a phenomenon with single, global dangerous limit of two degrees warming above pre-industrial average. However, science does not provide sufficient empirical evidence to determine such an exact limit. In addition, single incorrectly assumes social and physical vulnerabilities are uniformly distributed in space time. Public commentaries play important role shaping public engagement abstract concept as change. This research project examines how discourses construct limits decision making process. My analysis draws elite theory argue degree discourse which constructs problem solvable within existing value systems patterns activity. A comparison primary secondary data drawn from diverse sources used chart key historical, cultural elements present construction reproduction discourse. The historical dimension my shows have ‘black boxed’ genesis idea. I demonstrate claims consensus amongst actors central developing ideology influential audiences. elevates idea status fact, so doing marginalises egalitarian ecological perspectives. conclude makes possible international environmental regime safe for interests
