摘要: ABSTRACTOver recent decades, remarkable progress in cultivating the concepts of flood risk management has taken place across countries as diverse India, China, Australia, UK and USA. This change highlights a paradigm potentially more complex than traditional standard-based approach it involves ‘whole systems’ ‘whole-life’ thinking; yet this is also its main strength – paving way for integrated informed decision-making. Strategic (SFM) uses portfolio responses to manage risks promote opportunities ecosystem services. It recognizes interrelationships between actions contribution provides river basin coastal zone planning.
