摘要: If the ideas of electricity as a product and its transport service are separated, consumers can be given choice among competing generators. So how choose suppliers? The authors answer this question by considering four main points industry restructuring. first is who sell what to whom, or, much competition necessary ensure that competitive market benefits electric power sector whole. Second, rules should govern wholesale bilateral trades (how transmission system controlled priced). Third issue ownership.
