摘要: Decision making is particularly important for emergency managers as they often need to make quick and high quality decisions under stress based on scratch inadequate information; follow expert knowledge or past experience. The potential release of radioactive material from the Guangdong Nuclear Power Station (GNPS) at Daya Bay, though highly unlikely, could perhaps be most dreaded disaster which would cause drastic damages lives properties. Government Hong Kong Special Administrative Region (HKSAR) has therefore in 1990 completed Bay Contingency Plan (DBCP) prepare such disasters. To supplement experts assisting with a useful tool better well-structured, accurate, sufficient knowledge, prototype system been developed cover two major areas plan, namely: (A) Determination activation level DBCP provision an action checklist (B) recommendation counter-measures.
