摘要: This report is the outcome of a scoping exercise commissioned by National Water Commission (NWC) to determine water licences and allocations Indigenous people for commercial use across all States Territories (except Australian Capital Territory) in Australia. preliminary study was carried out between mid December 2008 early February 2009. The empirical research reported here attempts document first time actual entitlements identified users on state-by-state jurisdictional basis. There were three specific tasks involved this exercise. First, contact main business institutions what businesses water, potentially have access entitlement. Second, relevant licensing authorities clarify if entitlement had been issued, so, obtain general details licence. Finally, collate information into table form summarise findings. It must be emphasised that we focused allocation purposes not customary (non-market) can significant impact people’s livelihoods. distinction discussed briefly.
