摘要: The authors investigate two aspects of China's pollution levy system, which was first implemented about 20 years ago. First, they analyze what determines differences in enforcement the various urban areas. They find that collection otherwise uniform is sensitive to economic development and environmental quality. Air water levies are higher areas heavily polluted. Second, impact charges on industry's performance, terms intensity process production degree end-of-pipe abatement for both air pollution. Econometric analysis shows plants respond strongly by either abating or providing treatment
