Framing the Field of Homeland Security: The Case of Norway*

摘要: This paper takes as a point of departure notion reorganization way managing risk. It examines the process in Norwegian central administration for homeland security. As theme explores why proposal to radically reorganize by replacing network model with hierarchical resulted much more modest change hybrid agency model. The descriptive part traces process, starting initiative taken Ministry Justice 1999 establish public commission and ending final parliamentary resolution 2002. Despite 9/11 terrorist attack that occurred middle its implications security, only minor changes were made existing arrangements. A striking feature was negative coordination, indicating wish coordinate greater than willingness be coordinated. To understand this so, we look at bureaucratic politics bargaining between different interests, institutional identities strong cultures traditions within governmental bodies. We focus especially on framing processes organizational fields.
