摘要: ABSTRACTThis article examines the political motives and legislative consequences of Turkish omnibus bills that propose to amend a large number disparate, unrelated laws. The quantitative analysis reveals, first, government uses covertly change existing laws by attaching new articles are being deliberated. Second, undercover legislation backfires. larger current changed an bill, more likely those changes be annulled Constitutional Court. legislative-efficiency objective behind is thus undermined legal errors deficiencies result from lack parliamentary discussion.
