摘要: Yellow River, is designated as “the cradle of Chinese civilization” and played a key role not only in the country’s economic development but also historic cultural identity people. With rapid population growth, water demand for industry households has increased significantly River basin; this caused an increasing gap between supply demand. Competing demands triggered conflicts disparate users on different scales such rich poor, or sectors regions, domestic agriculture, agriculture industry, upstream downstream, rural urban areas, etc. Ensuring equity conflicting one major challenges that facing managers particular management basin.
