摘要: Abstract This paper discusses how a particular tool in the employment relationship has become part of desirable transport future. We examine and why employee mobility budget entered set sustainable measures Belgium. In discourse analysis, we examined 52 articles from newspapers, magazines as well research reports. The main actors debate are identified using an exploratory social network discuss various definitions budget, framing problems to be solved (in first place congestion), conflicts between actors. results reveal sustained efforts put idea on agenda formation coalition willing. fact that concept is highly compatible with hegemonic relations contributes its popularity. Finally, individualisation decrease attention for environmental aspects highlighted potential threats type policy studied this paper.
