摘要: Chronic overcapacity has been identified as a major cause of the overfishing Europe’s fish stocks and poor economic performance European fishing fleets. Mechanisms are needed to ensure that capacity fleets remain proportionate available stocks. To end, Commission developed “Guidelines for an improved analysis balance between opportunities”, which specify minimum set fleet-based technical, biological, economic, social indicators purportedly measure resources.
