摘要: Abstract This paper posits that if consumer energy conservation policy is to succeed in Canada, both behavioural and institutional obstacles must be identified overcome. The barriers, through a national household survey, include resistance policies affect their life-styles. barriers obtained from series of interviews with government officials, weak federal-provincial relations.
