摘要: There can be substantial differences in data quality and quantity among fished species. Consequently, the type of assessments also vary substantially. However, all species, especially those that are targeted, need to managed. Several jurisdictions have developed hierarchical tier systems categorize stocks based on, for example, available assessment purposes and/or extent which quantities on management advice is estimated. Four case-studies (Australia's Southern Eastern Scalefish Shark Fishery, USA west coast groundfishery, Alaskan crab fishery EU fisheries) used contrast types available, assess each system constrains risk equivalent tiers (termed equivalency). Only Australian explicitly aims achieve equivalency. this intent has not been fully operationalized. Our review reveals best practice define simply availability, but what capable estimating. In addition, clearly differentiating quantification uncertainty from how decision-makers wish address would simplify justification buffers (the gap between assessment-produced target catch or effort final decision accounts risk).
