摘要: Tibetan herders have lived for centuries in the high grasslands of Central Asia, yet many development programs are currently transforming their lives. One main assumptions government policy, China and around world, is that provision social services best provided settled, urban environments. Such drastic changes from traditional pastoral livelihoods, however, may introduce some less-desired outcomes, including levels unemployment, loss hope cultural loss. Social stability be affected, numerous instances it has been observed originally desired benefits (especially such as health care education) not achieved. The case study presented here seeks to demonstrate can herding communities rural (remote) areas plateau, at same time encouraging enabling genuine partnerships between local higher-level conservation authorities Sanjiangyuan National Nature Reserve. An analytical approach borrowed 'participatory action research' a modified 'balanced scorecard' framework assisted project evaluation. With commitment key stakeholders, with sufficient allowed trust understanding develop, possible various forms styles (collaborative management) developed, both national goals well achieved simultaneously. Further trials collaborative should encouraged, leading expanded application throughout region future.
