摘要: This invention aims to avoid and resolve congestions in wireless 4G networks. The method is based on a central self-organizing network (SON) server, which dynamically changes neighbor lists congested base station all stations vicinity. procedure triggered by measuring relative committed traffic rate air interface utilization of the station. When enters into state, it notifies SON server. server creates new for vicinity removes from these lists. With propagated mobile stations, latter won't scan initiate handovers additionally dense list handover triggers settings consequently find other opportunities connect different stations. As resources are released, leaves state.
