摘要: It is commonly argued that the private sector needs to become actively involved for society stand a chance of solving most pressing global problems. This thesis, consisting five articles previously published in refereed journals and an introductory essay, studies one case actor participation environmental governance: Kyoto Protocol’s Clean Development Mechanism (CDM). Through CDM, actors from developed countries can use emission reduction credits projects implemented developing count against their own binding targets under Protocol. The CDM provides very active role compared other intergovernmental governance processes, as both implementation supervision have been delegated actors. The contribution this thesis theoretical empirical. Theoretically, argues involvement ‘hybrid’ arrangements, involving public actors, not homogenous phenomenon but take many different forms. A distinction therefore introduced between hybrid with ‘delegated’, ‘joint’, ‘entrepreneurial’ authority. Empirically, discusses whether has contributed increased effectiveness. One main reasons delegating certain tasks increase cost-effectiveness. Nevertheless, key conclusion that, practice, furthered cost-effectiveness any examples studied. As counter-intuitive it might sound, implementing supervising seems reduced CDM.
