摘要: The collapse of the Soviet Union in 1991 meant that overnight newly independent Central Asian Republics (CARs) had to assume responsibility for management and maintenance a huge, poorly managed maintained water distribution irrigation system. Problems emerged almost immediately with lack funds virtually halting programmes. decline system has been marked it is likely major failures will occur near future. Tension over access also increasing despite public assurance regarding regional cooperation water-resource allocation number recent incidents suggest this more political rhetoric than reality. situation deteriorate as government backed policies coupled predicted population increases mean resources become stressed demand far outstretch supply.
