摘要: The decentralization of governance is increasingly considered crucial for delivering development and being widely adopted in sub-Saharan countries. At the same time, distributed (decentralized) energy systems are recognized their role achieving universal access to promoted However, little attention has been paid by governments practitioners dynamic interrelationships between national local government transitioning systems. This paper traces complex relationships accelerated delivery decentralized argument grounded an exploration two different approaches Kenya Malawi. For Kenya, analysis focuses on sector since adoption new constitution 2010. In Malawi, it involvement authors piloting Local Authority Energy Officers districts under Malawian policy.
