摘要: Nous exposons, dans cet article, les differentes formes de distribution initiale des quotas pollution. presentons tout d’abord distributions qui ne procurent pas revenu aux pouvoirs publics, puis payantes. Enfin, ces procedures sont comparees en considerant deux approches, l’une equilibre partiel, l’autre general.
