Doparies: A Novel Party Deliberative and Aggregative Decision-Making Mechanism to Improve the Quality of Representative Democracy

摘要: The failings of parties are one the central problems contemporary democracies. What can be done to revive citizen participation? In this article, we present a novel party participatory decision-making mechanism named “doparies”. They procedures that nationally or locally implemented within and by parties, permit any voter who declares an elector (open doparies) members (internal vote regarding crucial controversial decisions during period between election another. Whereas primaries before elections for choosing candidates, doparies after making choices on issues. Doparies represent bidirectional communication system voters representatives, would retain advantages (party–voters relationship) referenda (debate vote), but limit excessive personalization politics focusing issues not people. There both propositional doparies, allowing citizens raise absent from their political agenda, consultative ones, hear true voice voters, who, differently what happens in polls, informed debates circles. We suggest new combination deliberative aggregative processes, hypothesize they counteract parties’ crisis abstention.
