摘要: In this paper, I present a model of candidate entry into two-tiered hierarchy political positions with the objective exploring extent to which term limits at lower level alter average skill office-seekers for higher positions. addition, paper analyzes whether increase in upper office holders comes expense The results suggest that under certain conditions on elected offices may reduce expected officeholders without guaranteeing an level.
