摘要: The use of both evaluation and accountability in education systems has been long standing, although the ways which they are used have changed markedly over past century. Where schools universities run as private, fee paying organisations, clients, who students their parents, must make own judgments effectiveness value provided. However, where paid for out public funds need arises to evaluate account spending monies. With expansion across world each country, province municipality, call those increased, because substantial rising expenditures involved. Over 100 years, not only size school-aged population grown markedly, but demand also grown, initially universal primary education, subsequently widespread secondary technical more recently greatly increased provision higher training technology commerce. costs providing these services often relatively larger countries that can least afford provide such services, greatest need.
