Towards Addressing Unintended Environmental Consequences: A Planning Framework

摘要: Efforts to decouple environmental impacts and resource consumption have been confounded by interactions feedback between technical-economic, social aspects not considered prior implementing improvement actions. This paper presents a planning framework that connects material flows the socio-economic drivers result in changes these flows, order reduce conflicts localized gains global losses. The emphasizes need for (i) having different settings of system boundaries (broader narrower), (ii) explicitly accounting causal relationships loops (iii) identifying responsibilities stakeholders (e.g. producers, consumers, collectors, recyclers, policy makers). Application is exemplified using case mobile phone product system. 'Product design development' 'Retailers users as part collection system' were identified central intervention points strategies included designing longer life, recycling improving collection, limiting hibernation time internalizing external costs.
