M-Government Cooperation for Sustainable Development in China: A Transaction Cost and Resource-Based View

摘要: Mobile government (m-Government) is highly valued by many countries and governments worldwide for its important technical, economic, political benefits. A development trend worthy of attention in China that various public mobile services are provided through the cooperation between Internet enterprises. The m-Government cooperation, as component service system, has both a benefit safeguard function mitigating transaction hazards value creation sharing advantageous resources. Previous studies have not explained functions cooperation. This study addresses this research gap. We establish theoretical model developing hypotheses from integrating Transaction Costs Theory (TCT) Resource-based (RBT). OLS Poisson regression method used to test proposed using cross-sectional data collected 284 cities China. Results show strategy alliance, technology-specific knowhow, financial security positively influence asset specificity negatively influences environmental certainty no significant impact on From perspectives technology, policy, culture, article puts forward suggestions how better promote China, including promoting government’s digital capabilities, improving citizen’ privacy protection system cultivating public-private cooperative culture mutual trust.
