Rural Poverty Dynamics: Development Policy Implications

摘要: This article explores the useful distinction between chronic and transitory poverty in understanding rural welfare dynamics, highlighting possibility of traps their implications for “cargo net” policies to build up productive assets “safety protect such assets. We discuss methodological difficulties identifying explaining either or critical thresholds that are defining feature. A few empirical examples from sub-Saharan Africa illustrate likely existence help explain poverty.
