A procedure for the resilience mapping in urban systems exposed to natural hazard: The Ischia Island (southern Italy) test area

摘要: Abstract A procedure to operationalize the environmental component of urban resilience in areas increasingly exposed hazardous events, often intensified by climate changes, is here proposed. The was implemented a Geographic Information System framework named “Resilience and Disaster Risk Management” that manages spatial non-spatial data through implementation workflows aimed at streamlining standardizing all steps. Indices indicators are used semi-quantitatively assess driver that, along with economic, social institutional component, governs direction system. indicators/indices were investigated mapped census district scale. tested Ischia Island (Southern Italy) volcanic, seismic, landslide, flood coastal erosion hazards. variability shown into 13 maps discretize island high, medium low classes. They resulted valid tools prepare system possible future events during mitigation phase disaster-risk management (long term) but also illustrate capacity respond/withstand react response recovery phases (short term). mapping can be applied larger risk keeping censual districts as minimum territorial reference units or using municipal, regional national administrative units. expected integration assessment planning (e.g. Regional Territorial Plan, Provincial Municipality Plan) could greatly benefit from outcomes present research for overcoming sectoral approaches management.
