摘要: Abstract In recent times, two global phenomena have converged: the growing demand for natural resources and a mobilized citizenry that claims participation in decisions about their territories. Thus, socio-environmental conflicts often arise where communities, appealing to environmental cultural values, confront transnational companies governments interested exploitation. Despite multiplication of literature governance strategies, these disputes continue be characterized more by trend toward radicalized conflict than consensus democratic resolutions. Aiming deepen understanding this phenomena, we study unleashed from installation open-pit mining projects provinces Catamarca La Rioja Argentina. We look characteristics interactions between State, civil society business sector hinder progress towards processes bring resolutions conflicts. Based on comparative at subnational level, it is shown are not developing effective processes. argue related three central factors. First, failed articulation actors, ineffective negotiation instances, disparate normative cognitive frameworks, inefficient external agents, absence joint public policy proposals. Second, lack will capacity provincial combined with weakness institutional mechanisms. And finally, generation deep antagonism positions discourses actors provoked particularities projects.
