摘要: This study aims to explore how the state of Penang could enhance a circular approach single-use plastic by implementing new federal policy (Malaysia’s Roadmap Towards Zero Single-Use Plastic 2018-2030). The involves twelve semi-structured interviews with key stakeholders, including representatives from both and governments, city council, producers, manufacturers, NGOs recycling facilities. clarifies what zero means, presents alternatives conventional as well introduces several means enhancing towards such improved waste management system, stakeholders’ engagement, Extended Producer Responsibility, effective enforcement, need for clearer communications along identifying measurable Key Performance Objectives.
