Healing power : the global fund, disrupted multilateralism and mediated country ownership

摘要: This thesis examines the changes in health governance at both global and country levels brought by Global Fund to Fight AIDS, Tuberculosis Malaria (the Fund), a self-described public/private partnership intended as a financing mechanism achieve Millennium Development Goal (MDG) 6. Since G8 announced Fund's creation 2001, it has succeeded mobilising over US$30 bn commitments, primarily from donor governments. This is rooted 'high politics' of International Relations (IR), particular its literature on globalisation, international institutions. Where this literature failures or gaps, draws from Studies International Political Economy (IPE) literatures. It also relies key informant interviews undertaken in Geneva, Lilongwe Zomba with executives institutions, those involved Malawi's HIV/AIDS response including government representatives staff from National AIDS Commission, donors, NGOs those working front line. This descriptive, single case study create 'thick' narrative. Rather than deriving generalisations, provides basis for further research into nature and effects systemic change how governed that signals. This makes three contributions knowledge: 1) evolve IR literature institutions consider nature, significance effects form institutional innovation which is disrupting traditional multilateral order, particularly institutions working health; 2) challenges use term 'country ownership' mean 'putting driver's seat', instead notes double deficit external accountability arises when politics evidence collide Global Fund convened elite, mediated space ownership; 3) synthesises observations field work Malawi exercise Fund's authority and its dislocation external accountability occur. The IR silent on rise authority. fails contend notion country ownership much about burden responsibility agenda setting. This highlights between loci despite the Global growing authoritative territorial claims.
