The present invention accomplishes this optimization by transforming rings (100) into directed graph nodes arcs. two parameters, which are equipment placement, set up as state variables mathematical algorithm for optimization. Following the transformation, descriptive linear equations derived from graph. then optimized distribution (102'). may be applied to new networks, well accommodation existing networks equating variable, corresponding constant value.
