摘要: As the century draws to a close, growing number of economic and political analysts promote decentralization as solution problems faced by Canadian federalism. This paper shows that leading arguments on "decentralization" are problematic in two regards. First, many those promoting this idea base their analysis inadequate definitions subsidiarity. Second, discourse hides an argument based declining role State.
