摘要: In his contribution (Chapt. 2), Simonis searches for a climate protection policy that equally satisfies the criteria of efficiency, equity and — one might add political feasibility. He concludes system internationally tradeable emission certificates, where initial allocation starts on basis current greenhouse-gas emissions but over time turns towards in form equal per capita rights, would come closest to this target.
