摘要: Security of Electricity Supply (SoES) has become a major concern for regulators and policymakers over the last decade. However, most work focusses either more generally on energy security or single fuel. We develop comprehensive but flexible framework to assess SoES jurisdiction, taking into account specificities electricity. This two aims: (i) provide snapshot situation understand current weaknesses determine what actions are required; (ii) capture evolution time evaluate progress identify potential problems before they materialise. The framework, based an extensive literature review, consists twelve dimensions that critical SoES. metrics state each dimension. is intended be management information tool all stakeholders, aimed at organising data structuring its analysis, enable monitoring SoES, while also functioning as early-warning system by flagging future problems.
