摘要: Project planning is considered to be a critical success factor for project success. However, recent literature questions whether has similar importance in various contexts. This research investigates the effectiveness of on risk contexts software development projects.  A survey based design was used collect data test proposed model. The results reveal that inherent risks can moderate effects and different ways measures. More specifically, indicate makes greater contribution when there low level its positive impact diminishes high risk. this study contribute more acute understanding contingency approach management. Practical implications these suggest managers should put emphasis less detailed formal situations order meet
