摘要: Privacy advocates claim privacy violation is a social cost of the widespread trade in personal information driven by advances management technologies and Internet. Data users that significant benefits from free exchange are passed on to data subjects these outweigh any potential violations. A central issue this ongoing debate answering question, "who owns who controls information". Using theory property rights, we argue public good.
