Data Users versus Data Subjects: Are Consumers Willing to Pay for Property Rights to Personal Information?

摘要: Privacy advocates claim privacy violation is a social cost of the widespread trade in personal information driven by advances management technologies and Internet. Data users that significant benefits from free exchange are passed on to data subjects these outweigh any potential violations. A central issue this ongoing debate answering question, "who owns who controls information". Using theory property rights, we argue public good. We analyze responses 459 New Zealanders contingent valuation survey estimate economic value subject's place hypothetical change protection laws gives an enforceable, right their information. The results compared with other recent rights studies provide guidance for use opt-in versus opt-out legislative exclusion protect privacy.
