摘要: Citizen leadership must be developed, nurtured and encouraged. Strong leaders create trust, help others make sense of information, generate new knowledge, connect their followers to each other, mobilize broad support for water resource protection. Leaders believe there is a problem, understand the sources pollution, able talk with about vision getting better quality, willing change own practices. When scientists technical watershed specialists work side-by-side local leaders, citizens are basic identity watershed; exchange emerging science solutions; practices encourage change.
