摘要: This article examines the nature and distribution of property rights in land how they are changing under economic demographic pressures. It also analyzes practical chances success several alternative forms policy intervention to redistribute regulate tenancy. analysis begins with political economy reform twentieth century. draws a distinction between reforms precipitated by social upheaval (defeat war, revolution, or national liberation) those that occur 'normal' times, when order is more secure. argued former have been much important and, drawing on examples, latter face formidable obstacles.
