摘要: Swedish municipalities are required to produce a municipal energy plan for supply and use. Whether planning is suitable manage local systems, however, subject debate. This thesis explores development of systems after plans were adopted examine whether effective. The effectiveness studied on two levels: in terms goals implemented, contributes fulfilling national policy goals. research based three studies.
